Once here, Your rival will appear and HM03 - Surf. It's a move that lets You cross water. Teach it to a Water-type pokemon, and proceed. Once You cross the water, head east, then north to the next city. Head east until You find the train station. You'll meet Prof. Sycamore, who will give You a HM for Flying (thanks to which You will gain and an ability to fast travel to known cities, pretty nice, eh?). Talk to the clerk in the station building. Use the monorail. Once in the other part of town, head east for the gym, inside a cave. The Coumarine gym is a Grass-type. Follow the ropes to get to the upper areas. On the top the Leader awaits. As You may already know, Fire is Grass-types natural born enemy. Burn the opposing monsters with ease. If You don't have a Fire-type, Flying will also do the trick. You know what to do. Congratulations, You're halfway through the Gym Leaders. On to the next one. Head south for the unlucky Road 13.

This guide is not meant to be all-encompassing. If everything was covered here it would be too long.
Before that, though, you must solve the gym puzzles. To solve the puzzles, make the number of black and white tiles equal in each area by walking on them. Stepping on a white tile turns it black, and vice versa. This appears to change on every game-load so the pictures serve only as examples. You'll have to walk around and figure out the pattern for each section. Use the numbers as a guide and try to get them as close together as possible. The goal is to make some sort of pattern on the floor that it wants.
After this cutscene you'll obtain HM02 (Fly) from Professor Bamb'o. Shortly after he will give you a ride to the Ranger Station's Bealbeach HQ. After the scenes here, exit Bealbeach City going south and return to the west dock (Where the Tandor Luxury Cruise was). From here they will transport you to the Hazard Zone so equip the suit and follow the Nuclear Plant Zeta guide to finish this section or simply follow the order of events yourself. Be sure to catch a Hazma while you are here. Once you complete the area you will be teleported back to Bealbeach Ranger HQ.

And a final note on the recommended level bits. You have no need to necessarily follow them. They are moreso a guideline for those who have never played Pokémon Mystery Dungeon before, and are usually found by essentially exploring every floor in every dungeon you visit to its fullest. If you do that much, you should be fine in and of itself. You could probably even go a bit underleveled, particularly if you've played the older ones; I've seen people beat it at under Level 30. It's all about skill, really, and the buffed stats just help that along.
